Sloan W. Rappoport

Sloan W. Rappoport joined the Downey McGrath Group, Inc. in June 2006 as a Vice President. At Downey McGrath he advises clients on a broad range of federal government affairs and public policy issues. In addition, his extensive background working in both the Administration and on Capitol Hill provides him a special proficiency in international trade, commerce, energy, financial services, and environmental matters.

Sloan served in the Bush Administration as the Senior Policy Advisor to Commerce Secretary Donald L. Evans for international trade, energy and environmental matters. He served in the same capacity for Energy Secretary Samuel W. Bodman, who was then Deputy Secretary of Commerce. In addition to providing advice and strategic counsel to the Secretary and Deputy Secretary of Commerce, he was called upon to act as the Department's senior representative on a range of issues at the White House, on Capitol Hill, and in other key forums.

Prior to joining the Administration, Sloan worked for more than six years on Capitol Hill, in both the U.S. Senate and U.S. House of Representatives. He was majority counsel for the U.S. Senate Committee on Commerce, Science, and Transportation for Senators John McCain (R-AZ) and Olympia J. Snowe (R-ME). He was also counsel to Congressman Bob Stump (R-AZ).

During his tenure on Capitol Hill, Sloan developed, drafted and led staffing on all or portions of a variety of legislation in the U.S. Senate and the U.S. House of Representatives dealing with energy, domestic and international environment, maritime, port security, transportation, veterans’ healthcare and benefits and annual budget and appropriations bills. For the work he did on the Coast Guard Authorization Act of 1998 he received the Meritorious Public Service Award from the Commandant of the United States Coast Guard.

Sloan has also participated in several political campaigns, including serving as a member of the National Finance Committee for Senator John McCain’s 2008 Presidential campaign.

Sloan received his undergraduate degree from Bucknell University and he earned his law degree from the Dickinson School of Law, where he was an associate editor of the Dickinson Journal of International Law. Sloan and his wife, Kim, have two daughters.
