Kathleen
Tynan McLaughlin, Chief
Operating Officer, is a
founding member and corporate
officer of Downey McGrath
Group, Inc. She directs
the operations of the firm and
oversees all administrative,
legal and financial aspects of
the business.
Kathy worked for then-
Congressman Tom Downey on
Capitol Hill for thirteen
years in a variety of
capacities including Chief of
Staff and Campaign
Manager. As Chief of
Staff for four years, |

she
was directly responsible for
implementing the Congressman's
legislative and political
program and coordinating the
work of two office staffs and
two Subcommittee staffs.
Kathy, who holds an M.A. from
the State University of New
York, has specialized in
developing grassroots
communications and direct mail
campaigns. Her
responsibility as campaign
manager in three Congressional
campaigns has given her a
strong command of public
opinion research and its
interpretation. She has
been involved in public
education and political action
campaigns dealing with taxes,
the Federal budget, health
care, nuclear power and arms
control.
Kathy McLaughlin's thirteen
years of experience on Capitol
Hill afford her a wide network
of relationships, a sound
understanding of the
components of a successful
advocacy effort, and a strong
administrative and management
