The Chairman, Tom Downey, served as a Democratic Member of the U.S. House of Representatives from 1975-1993, including fourteen years on the House Ways and Means Committee.  The President, Ray McGrath, served as a Republican Member of the U.S. House of Representatives from 1981-1993, including eight years on the Ways and Means Committee.  The principals have known and worked together for more than twenty five years.
